Is metal packaging food safe? The short answer is yes, provided it is specified correctly. A decorative tin is not simply bare metal touching your product; the surface that meets the food is coated with a food-safe lacquer that forms an inert barrier between the metal and the contents.

This guide explains how that works, which coatings suit which foods, and what information you should give a manufacturer so the right lining is chosen from the outset. It is written for buyers specifying food-safe tin packaging for chocolate, tea, coffee, biscuits and confectionery.

The short answer, and the important caveat

Tinplate itself is steel with a thin tin coating. It is durable, recyclable and an excellent barrier against light, air and moisture. But bare, uncoated metal can react with certain foods, particularly those that are acidic, salty, oily or wet. That reaction can affect taste and appearance over a long shelf life.

The solution is a food-safe interior coating. When the correct lacquer is applied and matched to the product, metal is a safe, stable and long-established packaging material for food. The caveat is simply that the interior specification has to match what is going inside.

What the interior food-safe lacquer actually does

A food-safe lacquer is a thin coating applied to the inside of the tin before it is formed and assembled. Once cured, it does two things:

  • It separates the food from the metal, so there is no direct contact between the two.
  • It resists the specific challenge of the product, whether that is oil, moisture, salt or acidity.

A key point that buyers often miss is that the exterior print and the interior coating are specified independently. The outside of a tin can carry elaborate offset-printed artwork while the inside carries a plain, food-contact lacquer chosen purely for safety and compatibility. The decoration you see has no bearing on what touches the food.

Why direct-contact products need it

If a product sits loose inside the tin, chocolate, biscuits, loose-leaf tea or boiled sweets, then the interior surface is a food-contact surface and needs a food-grade lacquer. If the product is separately wrapped in its own sealed film or foil, the requirement can differ, but it is safest to treat the tin as food-contact and specify accordingly.

The regulatory context

Food-contact materials are regulated. It helps to understand the framework as general industry context rather than as any single certificate.

In the European Union, Regulation (EC) No 1935/2004 is the framework regulation for materials and articles intended to come into contact with food. Its core principle is straightforward: such materials must not transfer their constituents into food in quantities that could endanger health or unacceptably change the food's composition, taste or smell. Other markets, including the United Kingdom, the United States and many export destinations, have their own equivalent rules.

In practice this means food-contact coatings are specified to meet the requirements that apply in your market, with the appropriate documentation provided for the lining used. Migration: the concept behind the limits

Much of food-contact regulation centres on a concept called migration. Migration is the tiny transfer of substances from packaging into the food it holds. It is normal and unavoidable at some level for any packaging material; the goal is to keep it far within safe limits.

Regulations express this through two ideas:

  • Overall migration limits cap the total amount of substances that may transfer into food.
  • Specific migration limits cap individual substances of interest.

A correctly matched coating is designed so that migration stays within these limits across the product's shelf life. This is exactly why the pairing of lacquer to product matters: a lining that is right for dry biscuits may not be the right choice for an oily or moist product.

BPA and the shift to BPA-free coatings

BPA, or bisphenol A, is a chemical that was historically used in some epoxy-based can and closure linings. Over recent years the industry has moved to restrict it in food-contact coatings, and regulatory tightening in the EU in particular has accelerated the change.

The result is widespread adoption of BPA-NI ("BPA non-intent") and BPA-free lacquers, coatings reformulated so that BPA is not intentionally used. If avoiding BPA matters for your product or your customers, state it clearly at the enquiry stage so a suitable coating is selected and documented from the start.

Which foods need which coating

Not every product places the same demand on a lining. As a general guide:

  • Dry goods, such as tea, coffee, biscuits and hard confectionery, are the least aggressive. A standard food-safe interior lacquer is usually appropriate.
  • Oily or fatty products, such as nuts or certain chocolate, need an oil-resistant coating, because fats can otherwise interact with an unsuitable lining.
  • Acidic or moist products are the most demanding and call for a more resistant lining chosen specifically for that challenge.
  • Non-food uses, such as candles, cosmetics or gifting, may not require a food-grade interior at all, which can simplify the specification.

This is also where product category shapes the brief. A tin destined for the chocolate aisle has different interior needs from one built for dry loose-leaf tea, even if the two look similar from the outside.

Practical guidance for buyers

Getting a safe, compliant tin is mostly about giving the manufacturer the right information early. Before production, share:

  • The exact product and its key ingredients, especially oil, salt, acidity or moisture content.
  • Whether the food sits loose in the tin or is separately wrapped.
  • The intended shelf life.
  • The destination markets, so the coating and documentation match the rules that apply there.
  • Any specific requirement, such as BPA-free, that your own customers expect.
